The team endorsed the Chief Officers proposed Terms of Reference, which is available below.
In brief, the objectives of the review are to; Develop a framework that enables local commanders to exercise command and control at intermediate and developing incidents; Outline a pathway and process to promote the development of local command and control capability and capacity within CFA; propose systems of work for local commanders and develop guidelines and triggers for transfer of control; propose changes to CFA’s line of control to recognise and strengthen the role of local command and control; identify functional and operational roles within local command and control; and consider options for the name, terminology and rank markings associated with the “group”.
VFBV is advocating for the need to provide ample opportunity to the field for feedback and comment throughout the review, and to encourage as much input from across the state as possible.
With this in mind, we will provide regular updates via our website and newsletters throughout the review, and have also encouraged CFA to ensure regular communications through all available internal channels.
