Role of Group Concept Document

BACKGROUND

On the 12th July 2012, the Chief Officer signed off on to the Terms of Reference for his review of the role of the group. A working party was formed to progress the review;

As detailed in the Terms of Reference, the Chief Officer has set the following timetable for the review;

  • Initial recommendations no later than 30 August 2012.
  • Consultation on initial recommendations from September 2012 to November 2012.
  • Final recommendations no later than 30 November 2012.

INITIAL RECOMMENDATIONS

  • Initial recommendations were submitted to the Chief Officer for his review on the 30th August 2012.
  • The Chief Officer has approved the initial recommendations and the discussion paper for consultation commencing 10 September 2012.

REFERENCE GROUP

VFBV District Council Presidents and DPC Chairs were requested to jointly nominate a member from each District to sit on the Project Reference Group.

The Project Reference Group is made up of “subject matter experts” from each District.
The Reference Group will not meet as a collective but will provide the focal point, together with the District Operations Manager, for the project within each district.

The following dot points provide some guidance and expectations of the role:

  • Consider the review document from their own perspective (both personal & from how their District operates)
  • Discuss with their peers across the District to obtain a consolidated District view.
    This could either be at a standing committee i.e. DPC Op’s subcommittee or Group Officers meeting, or they may convene a one off meeting with the Operations Manager and relevant District personnel.
  • Be the project reference or liaison person within the District and with the local Op’s Manager be the key link in the local consultative process
  • Provide input back to the Working Party from each District based on consideration of all of the feedback received & collated via the points above.

CONSULTATION PERIOD

Consultation on the recommendations contained within the Review will run from early September until mid-November, with feedback and comment from Districts accepted up until the 15th November, at which time the Working Group will consider and deliberate on all the feedback and comment received.

The final recommendations will be submitted to the Chief Officer for his consideration by no later than 30th November 2012.

NEXT STEPS

A copy of the concept document for consultation and discussion has been sent to the following groups for feedback;

  • Regional Directors
  • Regional Commanders
  • Operations Managers
  • Operations Officers
  • Each Districts Reference Group Nominee
  • VFBV District Council Presidents
  • VFBV State Councillors
  • DPC Chairs for distribution to each Group

All members are welcome to provide feedback or comment to the document, via each Districts Reference Group nominee. (detailed above)
