SUMMER AND BUSINESS AS USUAL

I am hoping that everyone has found at least a few quiet moments to enjoy Christmas and managed to reflect, re-energise and prepare for 2017.  It has been a hot few weeks and certainly looks like some parts of the state will have a very busy summer.

As we go into a new year, it would be easy to think that over the past 12 months the CFA and emergency sector has been tied up with just a few major issues.

But while there have been major challenges at the statewide level and attention to CFA issues right up to the Federal level, your volunteer association that is VFBV has been quietly getting on with business as usual in the background.

Volunteer delegates on the VFBV/CFA Joint Committees, and any number of volunteers on working groups and at the District level, have been working on the equipment, training, projects and other issues that make up our everyday representation work for volunteers and Brigades.

As just a few examples of the association’s work over the past 12 months; VFBV has launched its VFBV Multi-Agency Youth Network, another class of VFBV Leadership participants has graduated, a VFBV-advocated partnership with CFA has delivered 10,000 subsidised digital scanners to Brigades and Groups, we have provided practical assistance to Brigades applying for VESEP grants, and we have launched two innovative short videos, the first explaining in simple terms how CFA’s great volunteer surge capacity works, and the second transforming CFA turnout data into a graphical depiction of how Brigades from all over the state contribute to CFA’s ability to deal with multiple major incidents at a time while still protecting every Brigade’s local community.

We have also contributed to the State Government’s Fire Services Review; worked with CFA, DELWP and EMV to increase volunteer participation in planned burning; given assistance and support to the VEOHRC Independent Equity and Diversity Review; provided submission and input to the Fiskville Inquiry; and we continue the work on yet to be resolved issues like presumptive legislation, the role of CFA Groups, chainsaw training, 40 kph speed limits near incidents, new BA acquisition and electrical safety mobile props.

It is very satisfying to note that volunteers have given their association’s work a very strong stamp of approval through the year, with record numbers of Brigades affiliating with VFBV, record numbers subscribing to the VFBV Welfare Fund, record numbers of volunteers taking part in the annual VFBV Volunteer Welfare & Efficiency Survey, and higher levels of activity across District Councils and on our social media sites.

And I’d like to add a final note appropriate to the season.  Summer is here, volunteers are busy in many parts of the state, and we all need to be mindful of safety and wellbeing; our own and that of our fellow members.  So stay safe, look after yourselves and keep an eye out for one another.

 

VFBV VOLUNTEER LEADERSHIP SCHOLARSHIPS - APPLY NOW FOR 2017

VFBV’s Volunteer Leadership Program scholarships will be available again in 2017 and we are now calling for Expressions of Interest from potential participants.

The two 2017 courses will be based in the Euroa (District 22) and Ararat (District 16) areas, they will run from late March to the end of the year, and successful participants will achieve the nationally recognised Certificate IV in Leadership & Management.  Both locations have been chosen based on an effort to rotate the courses across the State, and their location on major highways to make travel to and from those areas as easy as possible for members from neighbouring Districts.

The VFBV Volunteer Leadership Program has already produced over 250 graduates and many are in leadership positions with their agencies, volunteer representative organisations or local communities.  Graduates will graduate with a nationally recognised Cert IV in Leadership & Management (BSB42015).

You can download the application pack from the VFBV website.  We are offering scholarships to volunteers from CFA, Ambulance Victoria, Australian Volunteer Coast Guard, Life Saving Victoria, VICSES and St John.   Nominations close Friday 27 January 2017.

The VFBV Leadership Scholarship course has been designed for volunteers, with a mix of lectures and interactive activities designed to suit the needs of adult students, as well as ample support using distance learning methods.  The course involves 12 units, eight face to face days (six Saturdays and two Sundays) throughout the year, with course work and assignments spread throughout the year.

The course includes units on; leadership, decision making, planning, safety and risk management, team effectiveness, making presentations, managing projects, and engaging the community.

Any questions or queries can be directed to any of VFBV’s Support Officers, and information packs are being posted to all Brigades.

 

COALITION MOVES TO CHANGE CFA ACT

The Coalition parties have introduced a Bill into the upper house of State Parliament, in an attempt to introduce additional protections for volunteers’ rights into the CFA Act.

The Bill is designed to prevent any outside deals that affect volunteers but bypass the existing protections of the CFA Act and the Federal Fair Work Act.

The proposed legislation is listed for debate in State Parliament in the new year, and is worthy of support from all Members of Parliament.  We encourage volunteers to raise the issue with local MPs – talk to your VFBV State Councillor if you need advice.

The explanatory notes included with the Bill say it would make minor adjustments to the CFA Act “to protect volunteers from the implementation of any deed, agreement or arrangement that may have adverse effects on the volunteer firefighters across the state.”

The notes also say: “Deeds, agreements and or arrangements to commit the CFA to implement clauses, which would otherwise be subject to approval by the Fair Work Commission (FWC), is not compliant with the principles of the Volunteer Charter. This amendment will ensure the CFA Act 1958 supports the integrated model of fire fighting in Victoria, a volunteer organisation with support from career staff.”

 

ENGAGING DIVERSITY WITH DELEGATE DEVELOPMENT

VFBV will soon offer more than 100 Brigade Delegates, BMT members and other volunteers a nationally recognised training course in skills for volunteer representatives.

The course will offer modules that go towards Cert II in Public Safety (Firefighting Operations) and Cert III in Public Safety (Community Safety).

Participants will develop practical skills in understanding the structure and communications channels of VFBV and CFA, the Delegate’s role, communication skills and problem solving skills.

The newly developed course will involve two full day sessions several weeks apart, and each participant will work with a more experienced volunteer as a mentor.

The course will be free to all participants, details will be posted on the VFBV website in January, and volunteers interested in taking the course should discuss it with their District Council executive or their VFBV Support Officer.

 

DIGITAL SCANNERS AT COST PRICE

 

We are still receiving enquiries from members about digital scanners, and we have good news for everyone still needing a scanner.

Digital Scanners are still available at cost price - $446.75 plus postage and handling - which is hundreds of dollars below retail, and CFA is still accepting orders from Brigades, Groups and individual members.

The digital scanner subsidisation program was advocated by VFBV and run in partnership with CFA, and has been an overwhelming success since it began in October 2015.   Over 10,000 digital scanners have been delivered to over 1,000 Brigades and Groups, with savings to members adding up to over $3 million dollars.

VFBV MULTI-AGENCY YOUTH NETWORK

The VFBV Multi-Agency Youth Network now has active groups in 20 Districts, including 16 where young members, the Champions – experienced local volunteers chosen to assist and mentor them – and VFBV District Council representatives have begun work on recruiting young volunteers and discussing issues and suitable projects.

Districts 4, 5, 6 and 22 are still seeking Champions and all Districts are looking for more young volunteers – if you’d like to get involved, talk to your VFBV Support Officer or call Chris Fryer in the VFBV office on 9886 1141.

In District 12, young volunteers taking part in the VFBV Multi-Agency Youth Network, supported by the VFBV District Council Executive, are to begin work on a new smart phone app.

The app will create a register of volunteers matched with their skills, qualifications and attributes, and will be accessible by other members, making it easy for them to get in contact with volunteers with particular skills and capabilities.

Looking for a volunteer who has expertise in a particular Brigade skill?  Or perhaps a volunteer who is a local plumber or garden contactor?  Consult the app.

The VFBV Multi-Agency Youth Network in District 12 has also had success with new members from VICSES.  Three young SES volunteers have joined the Network and are now working to recruit more young volunteers from their agency.

In Districts 9, 10 and 27, young volunteers are working together to create an interconnected CFA paging system using mobile phones instead pagers.

The app and pager projects are part of a theme that is building up among the young members of the Youth Network, the need to make better use of modern technology.

PLANNED BURNS AS TRAINING

For many years now VFBV has been advocating for a more holistic approach to planned burning, and for CFA to promote the training advantages of participating in planned burns.

The VFBV/CFA Joint Community Safety Committee has been very pleased to observe that recent planned burns have developed into exercises, not just in fire behaviour and fuel load interactions but also extend to learnings in weather behaviour, impact on flora and fauna, bush heritage and Indigenous fire management practices.

The camps are very practical ‘hands on’ for all involved, each participant is specifically tasked with both coaching and mentoring roles, allowing involvement by volunteers across all aspects of the planned burning.

Recent burn camps also saw attendances from Traditional Owners, Trust for Nature (landowners) bird scientists, along with DELWP, plantation owners and CFA paid staff. The attendees worked well together and contributed experience and expertise, building valuable relationships and creating an atmosphere of co-operation in complex burn scenarios.

These camps offer a great opportunity for volunteers to train in realistic settings and gain extensive firefighting experience. The Joint Committee has requested CFA produce a brochure which clearly explains and illustrates upcoming Burn Camps to Brigades.

 

CHAINSAW TRAINING

The VFBV/CFA Joint Training Committee continues to advocate for much greater access and support for members to attain chainsaw qualification and training.

Despite two Mobile Chainsaw Training trailers developed through the Mobile Prop Project back in 2015 to add additional capability for members to access chainsaw training, a UFU grievance over the training package, equipment and trailer use and design has resulted in a yearlong ban on paid instructors using these trailers to deliver any chainsaw training, resulting in the widespread cancellation of CFA planned courses for volunteers.

CFA advises that the IR issues are now close to being resolved, and has confirmed that there are no IR restrictions that relate to volunteer trainer and assessors accessing, towing and using the trailers.

Whilst disappointed that Brigades are currently unable to access paid support and delivery of chainsaw courses through CFA’s training pool, the Joint Committee has requested that CFA increase the number of endorsed volunteer trainer and assessors to deliver this training, so that Brigades can access this vital training.

CFA has agreed to streamline and prioritise volunteer access to the new trailers, equipment and training package, as well as investigate an Expression of Interest process for subject matter experts to be identified and endorsed for volunteer training and delivery.

 

2017 CHAMPIONSHIPS

Over 900 competitors are expected at this year’s VFBV State Urban Championships, with 59 senior teams and 74 junior teams entered.

With Bendigo hosting its 30th urban senior championships, there will be a limited edition commemorative medal for every competitor, free entertainment in the Bendigo CBD after the torchlight procession, and a spectacular display of Chinese lion dancing.

Dates and locations the state championships are as follows:

  • VFBV State Urban Senior Championships - at Bendigo, on 11 to 13 March 2017
  • VFBV State Rural Championships - at Wodonga on 1 and 2 April 2017

Throughout summer, public attention turns to fire and firefighters.

Victorian volunteers and paid firefighters were promised presumptive legislation two years ago, but this important issue for all firefighters remains unresolved.

NEW DEPUTY CHIEF OFFICER - TRAINING

The CFA Training department has again been restructured, with the Committee informed that Training has now been transferred to the F&EM (Fire & Emergency Management) directorate, and is now led by a Deputy Chief Officer - Training.

VFBV welcomes Acting DCO Gregg Paterson AFSM to the new position. Gregg brings energy and enthusiasm to the role and the Committee looks forward to working with him.

PUMPING PIT RECOMMISSIONING    

VFBV has been strongly advocating for CFA to commit to a remediation and recommissioning program for pumping pits, whose use was temporarily suspended back in February 2015. There are approximately 91 pumping pits in use across the state. Of vital importance is the need for pumping pits to be safe, and for there to be an efficient and timely program to clean, monitor water quality and ultimately recommission them for use.

For many brigades, pumping pits form the only safe, controlled and viable option for brigades to train in drafting and other related pump operations and skills maintenance.

CFA have now issued a Work Instruction on the Management of Pumping Pits, and have implemented an approved recommissioning process. CFA have advised that the ultimate decision to recommission and fund the cost of these works rests with the Region. Water testing costs between $300/$400, with the cost of cleaning and refilling to be approximately $1,000.

Delegates have raised concern that due to Regional budget limitations, these costs will be pushed back to Brigades. CFA’s advice to these concerns is that Brigades should go through the Chain of Command and ultimately to Assistant Chief Officers who hold oversight of the Regions.

ELECTRICAL SAFETY MOBILE PROPS

Despite significant work and progress on the design of an electrical safety mobile trailer prop back in 2014/15 CFA funding for the prop lapsed and is no longer available, leaving the project completely un-funded.   VFBV is advocating for these mobile props to be fully funded and reprioritized. Electrical Safety and specifically skills maintenance for Low Voltage Fuse Removal has been identified as a state-wide gap for quite some time, and the Committee believes the electrical safety mobile props would significantly improve capability and member access to this vital training and knowledge.

FIRST AID TRAINING

Early results from CFA’s new First Aid Training arrangements with St John appears to be positive, with great acceptance of the out-of-session course work that cuts down the course duration and allows students to do some of the course work at home and in their own time. Adjustments for postal delays is now being factored into future courses.

RECOGNITION OF MEDICAL PRACTITIONERS, PARAMEDICS & NURSES

The committee has for a number of years been pursuing the recognition of volunteer members who are current medical practitioners, paramedics and nurses and hold the relevant qualifications. In the past, CFA has been unable to accept these qualifications and provide credit for national units without provision of an adequate evidence portfolio and assessment to ensure CFA meets its Registered Training Organisation requirements. Qualifications for these members has been obtained through the higher education sector and are subject to a different accreditation process that usually involves either central or self-accreditation. The medical practitioner, paramedic and nursing qualifications were not developed, validated or assessed against agreed vocational education and training standards which are required for the awarding of CFA’s national competencies. This has resulted in these highly qualified and experienced members having to regularly re-sit basic first aid courses in order for their skills to be recognised and approved by CFA.

A proposed solution has now been developed that will involve the creation and issuing of a new enterprise (CFA) competency (not a nationally recognized competency unit) which will be called “Eligible to provide first aid in the workplace”. This will be used to record those members who have evidence of formal and current qualifications as a medical practitioner, paramedic or nurse. This new enterprise competency can then be considered as satisfying the CFA skills profile requirements for first aid for those members. Consultation with key stakeholders has now commenced seeking their support prior to official approval being sought. Members will be kept updated on progress.

BROWN COAL MINE FIREFIGHTING TRAINING

The Hazelwood Mine Fire Inquiry made recommendations for the introduction of critical safety concepts specific to the risks presented by brown coal mine firefighting. CFA have been leading the development of delivery and assessment materials that further enhance and support CFA’s capability and capacity to respond to fires within Victorian coal mines. These materials have been developed in collaboration with the MFB and will be shared with other fire agencies to meet their specific training needs. The delivery and assessment materials have been drafted and will shortly be ready for piloting. The draft program consists of six modules consisting of; About the coal mine industry, Coal fire behaviour & development, Extinguishing methods, Importance of safety, Maintaining situation awareness and Command & control. A pilot is being planned for early next year, with the aim being to evaluate the content and activities and then confirm the time required for each session. At the end of the pilot final refinements will be made and will then be submitted to the Chief Officer for approval

CFA F&EM TRAINING STRATEGY SURVEY 2015 RESULTS

The Committee is reviewing the results from this year’s Training Strategy Survey results. Whilst there has been a slight improvement overall when compared to the 13/14 results, the results clearly identify access to training as the single biggest frustration and area of complaint amongst members. In the worst performing question across the whole survey, over 51% of respondents either strongly disagreed or disagreed with the statement “The number of training programs and resources available in their Districts is fair and reasonable”. There were very high dissatisfaction levels with the statement; “training is available in locations that are easy to participate” with dissatisfaction surging 10% over the previous year to now 35% dissatisfaction, with courses seen as too long, or located too far away with the closure of Fiskville being a significant contributor. Only 44% of members agreed that “training is available at times that are easy to participate in.” The committee has urged CFA to develop a full action plan across all key result areas that will drive improvement and performance. The committee was pleased to hear that improving the training experience for members is new CFA CEO Lucinda Nolan’s top priority for the coming year. The Committee stands ready to assist.

EMPLOY PERSONAL PROTECTION AT A HAZMAT INCIDENT TRAINING PACKAGE UPDATE

CFA have advised that there are updated Training Materials to reflect the current version of the unit PUAFIR308B – Employ Personal Protection at a hazmat incident. The new packages are all dated June 2015.

In addition to being recognized for the national competency, CFA members will also be awarded the relevant CFA competency; OP SUIT – SPLASH Operate Splash suit, or where members complete the additional optional assessment for the gas suit they will be awarded the CFA competency; OP SUIT – GAS Operate Gas Suit.

It is recognized that some historical records may not record either of the CFA competencies (Splash or Gas) and MTD’s have been requested to identify these members and update their records accordingly.

STRUCTURAL FIREFIGHTING TRAINING PROGRAM

The structural firefighting training program has been developed to address the requirements of urban/structural firefighting and the Public Safety Training Package unit of competency PUAFIR203B Respond to Urban Fire. Two handover sessions were run in March for Structural Instructors.

All the materials have now been released with the title of “Structural Firefighting” to reflect the task being undertaken, rather than the unit of competency associated with the program. All materials have been mapped to the unit PUAFIR203B Respond to Urban Fire, and therefor successful completion of the program will result in a member achieving this competency.

The Structural Firefighting program consists of 11 sessions and a total delivery time of 7½ days. This includes 4½ days of training, 2 days of practical skill development and 1 day of assessment.

Two delivery options have been established to provide flexible options for brigades to undertake this training.

Option 1: Full Course Delivery – where the course is delivered in its entirety.

Option 2: Modularised/block delivery – where the course can be separated into seven (7) course structure blocks that can be scheduled independently. (Though they must be done sequentially)

Courses have been set-up on TRAIN to support both of these delivery options.

Brigades & Groups are encouraged to discuss with MTD’s which of these two options would best suit your members.

RECRUIT PROGRAM & BUSHFIRE SKILLS PROGRAM

The Chief Officer formally approved the new Recruit Program & Bushfire Skills Program in early August.

CFA has advised following approval, work is now underway on the implementation of the two programs and withdrawal of the current Minimum Skills program and associated materials. A State wide Implementation Plan is currently being drafted.

SIMULATION TRAINING

The Committee has raised its concern with the lack of computer simulation training offered to volunteers, with only two programs being delivered to volunteers so far this year. VFBV has requested CFA develop a proactive delivery plan and budget to provide brigades with greater access to this popular and flexible training option.

DRIVER TRAINING

Further progress has been made, with VicRoads confirming that CFA is well placed to establish an internal training and assessment process that would be recognized by VicRoads in the attainment of truck licenses for members. Initial scoping has indicated that existing CFA Driver Instructors (vol and staff) would only need to attain two additional competencies to align them with VicRoads requirements. CFA is now scoping a pilot program, and will also pilot five external providers to provide State coverage during the evaluation.

BA HELMET DECALS

The Committee requested an update on where CFA was at with helmet markings to indicate if members were qualified in Breathing Apparatus. With the introduction of a 2 stream process for BA attainment, one for external use, and a more complex one for internal attack and search & rescue, there is confusion around which level of competency a member holds when they are displaying the “BA” decal on their helmet.

A pilot has been running for some time in District 13 who are trialling new helmet markings, and CFA have advised results from that pilot will not be finalized until September. The Committee has indicated this appears to be a very long time for what appears to be quite a simple issue, and has requested if the evaluation can be finished earlier to enable a decision to be made ASAP.

VOLUNTEER TRAINERS & ASSESSORS

The Committee has requested a regular report broken down by District & Region, of how many individual volunteers have been endorsed as trainers and assessors, along with which courses, and an indication of how often they actually get used. Following continual complaints received from volunteers that they cannot access formal competency training and cancellation of courses due to no available instructors or long term instructor vacancies, it is hoped regular reporting will provide transparency as to which Districts have established a sufficient pool of volunteer trainers and assessors to meet the increasing demand and assist with promoting best practice.

FIRST AID TRAINING

Limits on the number of volunteers being trained in First Aid still constitute an unresolved issue, and VFBV has made a direct request to CFA for an update on any progress.

The issue persists in spite of the Chief Officer’s ‘maximum density model’ being promoted in CFA’s reporting on its implementation of Jones Inquiry recommendations and an indication at the Benalla Open Forum last year that a funding proposal supporting that model was close to being resolved.

We are still receiving complaints from volunteer Brigades that they are limited in the number of members who can be trained in First Aid and in some Districts, CFA is sending invoices to Brigades for training members in First Aid above their current BOSP targets.

VFBV presented CFA with a detailed official position paper on First Aid in 2010, calling for the removal of barriers to First Aid training, Recognition of Prior Learning for those already well qualified, and First Aid training to be made available for every operational volunteer who is willing to undertake it and non-operational volunteers who need it under OH&S requirements. The Statewide 2015 IMT course application form is now available at Brigades Online - members from emergency service agencies, including CFA, DELWP, MFB, SES and EMV, can access a variety of courses.

The courses are designed to provide technical skills necessary to undertake a number of IMT roles. Following training, there are agency specific requirements that must be met in order to become fully accredited in a particular role.

To nominate for one of the courses in the calendar, you need to complete the course nomination form before the course closing date. Both training and role pre-requisites are outlined. You must have all pre-requisites before nominating for a course.

If you have been identified by your District for a course, you need to complete the IMT training nomination form authorised by your District Operational Manager. If you are a staff member, you will have to speak to your functional manager for approval.

CFA members still have time to have their say on the Fire & Emergency Management (F&EM) Training Strategy.

Online for the past four weeks, the CFA-run survey provides volunteers and staff from all districts an opportunity to share their feedback on the strategy.

The survey closes at midnight on Friday 31 July 2015.

CFA Executive Manager Training Development James Stitz says “Completing the survey only takes five minutes, but plays a major role in helping us monitor performance and improve what we do.”

"So far we have had over 550 responses. Thank you to everyone who’s taken the time to complete it. If you haven’t had a chance yet, there is still time to have your say.”

After a successful response in 2014, CFA is once again asking members to provide their feedback and thoughts on the F&EM Training Strategy and its progress in 2015.

James Stitz, Manager of Training & Delivery said: “This survey is an important part of the annual review to measure CFA’s performance against the Training Strategy.”

The strategy was approved by the CFA Board in June 2013 and released to members in July 2013. Since then Operational Training & Volunteerism (OT&V) has been working hard to deliver on a range of strategy actions.

“I’m seeking five minutes input from everyone to enable us to monitor performance and improve what we do,” Mr Stitz said.

Supported by other data analysis, the survey results will be used to assess performance against the baseline results established last year.

The survey is available for members to complete online (https://www.surveymonkey.com/s/TrainingStrategySurvey2015). Alternatively, members may also download and print a paper copy of the survey from Brigades Online (at Training > Strategy > F&EM Training Strategy). The survey is currently open for your input, and will be closed midnight Friday 31 July 2015.

Driver Training

VicRoads has tentatively committed to changes to its licensing arrangements that should make it easier to train and assess CFA volunteers.

The decision includes changes to the driver training course to incorporate a section on load securing that would potentially halve the licence test time for volunteers.

Further changes could lead to CFA conducting the licence testing.  CFA will investigate these options and determine a phased approach to improving driver training and testing for members.

The VFBV/CFA Joint Training Committee delegates see this as a positive and asked CFA to move forward with improving the process so that more CFA volunteers can access driver training and assessment.

DRIVER TRAINING

CFA has advised that an audit of the state requirements for driver training and of the current pool of available driver trainers will be completed by the end of March 2015.

Vic Roads has indicated to CFA that minor changes to the current driver training course to incorporate a section on load securing would potentially halve the licence test time for volunteers and contribute to a cost saving in licence testing fees.

Vic Roads have also indicated that further changes could see CFA conducting the licence testing themselves, therefore only requiring the successful candidate to present CFA authorisation to Vic Roads to receive a licence. CFA will investigate these options and determine a phased approach to improving the driver training and testing process for members.

The delegates see this as a positive and requested CFA to move forward with improving the process so that more CFA volunteers can access driver training and assessment.

STRUCTURAL FIREFIGHTING

The completed ‘Respond to Urban Fire’ training package, now known as the ‘Structural Firefighting’ package will be formally handed over to Structural Instructors by the end of March 2015 and structural instructors will then hand the package over to Districts for delivery planning.

Given the expected demand for this package and potential impact on CFA training budgets, VFBV has requested that CFA monitor demand and provide a regular report back to the Joint Training Committee on course demand and delivery per District, including the use of volunteer trainers and assessors.

VEMTC CRAIGIEBURN

CFA has advised that volunteer access to the training facilities at Craigieburn is challenging in the current environment, with the new joint CFA/MFB recruit courses now running on a ‘4 on – 4 off’ shift rotation using most of the available facility capability and occurring across weekends.

The meeting discussed the many challenges that will need to be addressed. VFBV delegates ask why there are blockages to the use of CFA instructors at Craigieburn and the current cost structure for CFA use of the facility for both recruit courses and volunteer training and exercise opportunities.

In light of the recent closure of Fiskville and the various public announcements that CFA volunteers will be trained at Craigieburn, VFBV will be seeking a regular report from CFA on the type and number of courses, number of brigades and volunteers attending and the total training hours per month made available to CFA volunteers at Craigieburn.

OPERATIONAL TRAINING GUIDE

The CFA Operational Training Guide is completed and will be distributed shortly. The guide is designed to support members involved in the planning, coordinating and conducting of training. The guide also provides references and links to training material available online. VFBV and CFA managed a significant volunteer consultation process that has resulted in an excellent outcome.

Within this theme, survey responses for the statement “CFA provides enough training opportunities in formats, at times and at locations that make it easy for me to participate” have generated the largest gap for the 2014 survey, consistent with having the second largest gap in 2013.

This same statement also received the lowest performance score for any survey statement in 2014 and second lowest score in 2013. The respondents scoring against this statement clearly indicates an ongoing dissatisfaction with the current level of service received from CFA in respect to training.

While written comments for other themes in the survey are brief and sometimes quite individual, the commentary for ‘training by CFA’ is detailed and focussed on common recurring concerns.

These recurring comments refer to a lack of training availability and opportunity, with negative comments on the frequency and timing of courses. Some comments refer to unsuitable training formats and a lack of access to specific training requirements outside of the standard operational training packages, such as leadership training and conflict resolution training.

Written comments also refer to the time taken between attaining qualification and receiving the personal protective equipment required to turn out, once qualified.

Survey responses express this as creating a frustration in volunteers who have made time available to train but are then unable to utilise their training and support their brigade.

These written comments in the training theme are reflective of responses under other themes relating to sense of worth, recognition and treatment of volunteers.

Of the written comments received, few were positive. One of the positive comments reflected an appreciation of the size of the training tasks in CFA and suggested that volunteers and brigades could be more proactive in identifying solutions.

An improvement in performance scores against a stable importance score has seen the gap decrease over the past three years. The biggest influence underpinning this improvement is in the area of leadership training for volunteers, people management and conflict resolution and mentoring.

The difference between gap scores Region by Region for this theme are greater than any other.

South West Region’s positive performance and markedly smaller gap in relation to training may warrant further investigation to determine what is contributing to the success.

Fiskville Must Be Replaced

FISKVILLE MUST BE REPLACED, SAY CFA VOLUNTEERS

Volunteer Fire Brigades Victoria (VFBV), the association representing CFA volunteers, says the closure of the Fiskville training facility is a blow for firefighter training in CFA, and will leave a major hole in the State’s capacity to train Victoria’s firefighters.

Firefighting involves inherent dangers and unpredictable hazards.  In an organisation like CFA, training is critical. Fiskville was a critical component of Victoria’s emergency service training network, and its closure will leave a significant gap.

VFBV President Hans van Hamond AFSM said CFA volunteers want to know there is a plan to replace the large scale and sophisticated training capacity Fiskville has been providing. Easy, frequent and cost effective access to training is critical for fire services, particularly organisations such as CFA.

“VFBV’s major concern through the Fiskville saga has been the safety of all CFA members, but now that the facility is closed, there must be serious and immediate attention paid to meeting the training needs of CFA’s tens of thousands of firefighters,” Mr van Hamond said.

“Fiskville has had a critically important role in CFA’s network of facilities, training local Brigades in that part of Victoria and providing live-in training and specialist programs for CFA personnel from all over the state,” he said.

“Even the recent temporary closure of the facility has led to some Brigades having to travel three to four hours away to visit a training facility with spare capacity.”

CFA’s large, geographically dispersed workforce and the volunteer-based nature of that workforce means that training needs to be available as close as possible to the volunteers’ home location, and where there is a need for multi-day training, long duration experience simulation or learning, accommodation facilities become a necessary component of the state’s training capability.

There is much public attention and emotion now involved with the Fiskville facility, but regardless of how these factors weigh into ultimate decisions, several things are certain;

  • Any training ground used for hot fire or other training must be safe to use
  • Investment to replace Fiskville’s significant state training capability will be required, as the rest of the fire services training network will not cope with the overall training load
  • Firefighters who currently rely on Fiskville as their local training facility must have locally available access to state of the art training
  • Support for any members who have been exposed to health hazards at Fiskville must continue; the closure of the facility does not mean their needs are at an end.

“CFA Brigades protect 60% of suburban Melbourne, regional cities and all of country Victoria every day and night of the year, and Victorians have a right to expect that their volunteers can access and continue to be trained to the professional standards to which the community is entitled,” Mr van Hamond said.

Joint Training Committee - 2 Minute Briefing

TRAINING PROJECT TOOLS, PROGRAMS & PRODUCTS

CFA have advised that a new pack of training related posters and training product materials will be distributed to all Brigades & Groups across the State.

Included in the pack are a; Training Programs Products and Tools brochure, RPL Member Information Guide, updated Who Can Train & Assess poster, F&EM Training Roles Pathway Map poster, Brigade Roles Map poster, Electrical Hazard Awareness DVD, Who Can Train & Assess DVD, and a Photovoltaic Arrays DVD.

With the amount of new materials being developed within OT&V, the committee commends these kits as a great way to keep brigades up to date on what tools and information is available.

FIRST AID CONTRACT REVIEW

EMV has requested a state wide approach to the delivery of first aid training within the sector. CFA has been requested to lead discussions with DEPI, MFB & VICSES to realise a joint approach and participate in a joint tender. CFA advise that all agencies have now agreed to participate, and the Department of Justice have now approved this sector wide approach.

CFA has indicated that it is supporting the approach advocated by VFBV for many years that will see; all CFA members able to access first aid training with no cap on numbers per brigade. OT&V is currently scoping the full costs of this model in preparation for future budget forecasting.

The intent is to completed the tender process by March/April 2015

VEMTC STRATEGY

CFA have advised that Fiskville, Bangholme, Craigieburn, and Regional Training Campuses at West Sale, Wangaratta, Huntly, Penshurst, Longerenong & Sunraysia are now all part of the EMV State wide training strategy. (Victorian Emergency Management Training Centres). All campuses are now titled VEMTC “campus”.

CFA have also recently completed a review to look at consistency across all campuses with Regional Training Campus facilities recently upgraded to ensure they have a training room, BA training room and BA filling facilities to ensure all campuses meet a base standard. Work is now currently underway on a consistent pricing model across the State with training budgets transitioning to OT&V.

E-LEARNING

The committee has been requested to provide input and feedback on a future e-learning strategy. CFA is seeking advice which will provide a primary understanding of what is required to design, develop, implement and manage organisational eLearning.

Workshops are planned to be held across the State throughout November & December to provide members with a “hands on” experience of different technology enabled learning solutions. The workshops will provide participants with a chance to adopt the position of e-learner and see what is possible. Results from the workshops will help inform important generational issues & misconceptions, identify specific learning technology and channel preferences, potential eLearning development priorities and start promoting an eLearning culture across the organisation. Workshop dates & locations will be promoted by OT&V via Brigades Online and Regional/District email notifications.

PHASED BA COMPETENCY ENDORSED BY CHIEF OFFICER

After long delays, the Committee has been advised that the Chief Officer has now endorsed the proposal for phased Breathing Apparatus (BA) competencies. Essentially, this means that there will now be two levels of BA training & competency. Level 1 will be for training on BA for external fire attack such as car fires, bin fires and haystacks. Level 2 will incorporate search and rescue aspects and internal structural attack scenarios. Work is now underway to establish suitable BA training and assessment packages and processes. A pilot is also underway in District 13 to trial different helmet markings that will be used to denote the two different levels of BA competency a member holds.

DRIVER TRAINING / HEAVY VEHICLE LICENCE TESTING

Work continues on the selection of approved licence testing providers for CFA members to attain heavy vehicle licenses. CFA is currently negotiating with VicRoads as to exemptions to cover training aspects which are delivered internal to CFA members being recognized by VicRoads for license testing purposes, such as the “Drive Operation Vehicles” package. VFBV has also requested CFA review the budgetary arrangements and District inconsistencies with members getting access to CFA funded heavy vehicle licence testing. Given the cost of heavy vehicle license testing to an individual can be hundreds of dollars, VFBV has requested CFA review the “one strike and you’re out” policy that is in effect in some Districts, which see volunteers having to pay for any subsequent testing themselves, should they fail their initial assessment. The Committee has requested CFA replace it with a discretionary policy which could review cases on their merits and support members in the attainment of a licence for the benefit of the Brigade.

ELECTRICAL SAFETY AWARENESS – NEW REFERENCE MANUAL

The new Electrical Safety Awareness Reference Manual has now been completed, and is available for ordering through your District Office or through Training Materials Online. The manual provides basic awareness to identify electrical hazards at incidents and how to minimize risk and avoid injury. The manual includes information on solar power.

WORKING WITH LADDERS – NEW REFERENCE MANUAL

Working with Ladders Reference Manual is now available on Training Materials Online. Copies have also been distributed to District Training departments. This reference manual is designed to provide information on the safe use of portable ladders during both operational and non-operational activities.

ATMOSPHERIC MONITORING

The Committee has requested CFA review its training strategy involving atmospheric monitoring equipment. This follows complaints from some members who have been told that they must complete the Monitor Hazardous Atmospheres course in order to use a handheld monitor such as the LD322’s. The Committees view is that there should be a basic awareness package aimed at “operator status” in order for firefighters to easily deploy & use the equipment during incidents, with higher level training for those expected to interpret the readings or results of the monitoring equipment.

WHO CAN TRAIN AND ASSESS?

At the Committee’s request, CFA has agreed to re-establish the CFA Training Ground User Reference Groups. CFA have committed to re-establishing these important groups by 31 December this year to all 8 Training Grounds. The Committee commends this decision and will continue to enthusiastically monitor their progress.

Issue 9: May 2014

MOBILE TRAINING INFRASTRUCTURE PROJECT

The three prototype mobile hot fire training props have now moved from pilot to business as usual. Groups can download a booking form from Brigades Online or request one through your District office. The props are proving to be very popular, with demand currently in excess of capacity. An additional 10 Mobile Hot Fire Training Props are currently out for tender. Based on member feedback, delegates have requested that simple prop guides be developed for each of these props, similar to training ground PAD info sheets which outline sample drills and learning outcomes to assist Brigade trainers running the props to maximise the learning outcomes when running the drills and to support greater consistency of the training delivery.

PHASED BREATHING APPARATUS

The committee expressed its frustration at the lack of progress on the Phased BA Competency developed and recommended by the committee last year. OT&V have advised they fully support the phased approach, and are awaiting approval by the Chief Officer. OT&V are meeting with the Chief on the 12th June to try and progress. An update will be issued as soon as more information is available.

F&EM TRAINING GUIDE UPDATE

This project aims to deliver highly practical guides which will assist all involved in planning & delivering of training at brigade, group, instructor and assessor levels, both at operational and volunteer levels. The design & content stages of the guide are now complete. The next step is to pilot the guides to validate the proposed delivery format of the content with the reference group, which consists of over 65 volunteers and staff. This stage is expected to be completed by the end of August 2014, with a planned role out of the guides to brigades by February 2015.

F&EM TRAINING STRATEGY SURVEY OUTCOMES

The committee reviewed the draft results from the survey on the CFA “Training Strategy” that was run between January and April this year. There were a total of 1,044 respondents. The results will allow CFA to focus on particular areas of concern across the state with action plans developed from the data obtained by the survey. The committee will be working with OT&V and F&EM to identify priorities, and monitor training related KPI’s to review performance across the six strategic outcomes outlined in the strategy. Further information on the survey results is expected to be published online and in Brigade Magazine shortly.

RESPOND TO URBAN / CONTROL URBAN INCIDENT

An independent group of volunteers have trialled the draft training sessions. CFA have advised that it hopes to have the procedures signed off by July 1st and then roll out the “Train the Trainer” sessions by September 2014. The goal is to have the complete package rolled out by the start of next year.

WHO CAN TRAIN AND ASSESS?

OT&V have developed a new DVD and Poster to further clarify & explain who can train & assess at your brigade. The poster has an easier to understand definition on the terms such as “oversight” and “equivalence” and has been developed due to overly onerous interpretations by some Districts. Look out for these turning up at your brigade in the near future, with further information to appear in Brigade Magazine and the Fireman.

Joint Training Committee – 2 Minute Briefing

INCIDENT MANAGEMENT and LEADERSHIP TRAINING CALENDAR

The CFA has completed the 2014 training calendar for all the roles involved in Incident Management. The calendar will be sent out to all Group Officers. The purpose of the calendars is to show members what training is available for various IMT roles and to indicate pre-requisites required to commence training. The training calendar was developed in consultation with Operations Managers and RIC’s. Each course will be offered to 18 candidates across the four agencies – (DEPI / CFA / VICSES / MFB).  Two application forms are included with the calendar for members interested in training in incident management. The Blue “I.M.T. Training Expression of Interest” form must be completed by volunteers wishing to further their training into the IMT role. This must be approved by both a Group Officer and the Operations Manager. Once an applicant is successful with this step, a further Green form is completed – the “IMT Training Nomination Form”. This is the application for the appropriate course the applicant is approved to attend. This process allows control across the State to best prioritise CFA nominations into these limited positions. For those in the CFA who have previously undertaken and completed Incident Management courses under the pilot program, these will be recognised and certificates will be distributed shortly.

DRIVER TRAINING / VIC ROADS HEAVY LICENCE TESTING

The CFA “Driver Education and Endorsement Strategy 2014 – 2024” is complete, with the strategy going to the Chief Officer for endorsement prior to submission to the CFA Board sub - committee in May 2014 for their approval. Progress is continuing with the Heavy Vehicle Licence Testing. Ongoing consultations are continuing with VicRoads and approved Licencing Providers. There is currently one agreement in place that provides testing in Bairnsdale, Bendigo, Dandenong and Sale.  The CFA has been provided an exemption by VicRoads for the requirement for Licence providers to provide all the driver training under the existing constraints! This approval means that once a driver is trained by the CFA, they will only need to be assessed by the Licenced Provider. The progress for the arrangement of driver training and assessment is at the “final hurdle” however, there is going to be a significant delay of several months for members obtaining medium rigid licences until agreements are in place for each region.

CPR / FIRST AID TRAINING UPDATE

The process of providing First Aid training to the CFA is due for re-tendering in the next 6 months. The Fire Services Commissioner has requested that a common approach to First Aid training be developed across the Victorian emergency services and that a common set of specifications be agreed to by the providers. These specifications are to be developed and sent out to the agencies for reviewing and feedback. The proposal allows for brigades to approach the First Aid training provider directly when they need to undertake first aid training. This allows greater flexibility for brigade members to maintain their first aid certification. The new program also needs to facilitate the needs of members who require any literacy and numeracy support. Trialling of a new approach to CPR training is occurring in District 8 & 22 involving Ambulance Victoria’s ‘4 Steps to Life’ program which allows participants to undertake their own CPR training.

F&EM TRAINING STRATEGY UPDATE

Initial results are in for the F&EM Training Strategy Survey sent out in early January 2014 have come in. Further feedback from volunteers and brigades is needed, so the survey closing date has now been extended to April 15th 2014. A PDF of the survey questionnaire can be found on the CFA online site, and type into the search engine “F&EM Training Strategy Survey”. The PDF for the survey will be the first item on the RH side of the screen under documents. Please fill this survey out and return it to the CFA!

ALL HAZARDS SKILLS PROGRAM UPDATE

The specifications for the new “Recruit Program” and “Bushfire Skills Program” are complete and currently awaiting the Chief Officers acceptance. The framework allows more flexibility for individual brigades to provide the training to new recruits to suit their own brigade profile. The competencies addressed under the Recruit Program include several training module to be completed that will allow a recruit to obtain the following competencies: PUAFIR215 Prevent Injury; PUAOHS002B Maintain Safety at an incident scene; and PUATEA001B Work in a Team. Likewise the Bushfire Skills Program will involve the completion of several further modules that at the completion of will lead to the attainment of the competency; PUAFIR204B Respond to Wildfire.

INCIDENT MANAGEMENT and LEADERSHIP TRAINING CALENDAR

The CFA has completed the 2014 training calendar for all the roles involved in Incident Management. The calendar will be sent out to all Group Officers. The purpose of the calendars is to show members what training is available for various IMT roles and to indicate pre-requisites required to commence training. The training calendar was developed in consultation with Operations Managers and RIC’s. Each course will be offered to 18 candidates across the four agencies – (DEPI / CFA / VICSES / MFB).  Two application forms are included with the calendar for members interested in training in incident management. The Blue “I.M.T. Training Expression of Interest” form must be completed by volunteers wishing to further their training into the IMT role. This must be approved by both a Group Officer and the Operations Manager. Once an applicant is successful with this step, a further Green form is completed – the “IMT Training Nomination Form”. This is the application for the appropriate course the applicant is approved to attend. This process allows control across the State to best prioritise CFA nominations into these limited positions. For those in the CFA who have previously undertaken and completed Incident Management courses under the pilot program, these will be recognised and certificates will be distributed shortly.

DRIVER TRAINING / VIC ROADS HEAVY LICENCE TESTING

The CFA “Driver Education and Endorsement Strategy 2014 – 2024” is complete, with the strategy going to the Chief Officer for endorsement prior to submission to the CFA Board sub - committee in May 2014 for their approval. Progress is continuing with the Heavy Vehicle Licence Testing. Ongoing consultations are continuing with VicRoads and approved Licencing Providers. There is currently one agreement in place that provides testing in Bairnsdale, Bendigo, Dandenong and Sale.  The CFA has been provided an exemption by VicRoads for the requirement for Licence providers to provide all the driver training under the existing constraints! This approval means that once a driver is trained by the CFA, they will only need to be assessed by the Licenced Provider. The progress for the arrangement of driver training and assessment is at the “final hurdle” however, there is going to be a significant delay of several months for members obtaining medium rigid licences until agreements are in place for each region.

CPR / FIRST AID TRAINING UPDATE

The process of providing First Aid training to the CFA is due for re-tendering in the next 6 months. The Fire Services Commissioner has requested that a common approach to First Aid training be developed across the Victorian emergency services and that a common set of specifications be agreed to by the providers. These specifications are to be developed and sent out to the agencies for reviewing and feedback. The proposal allows for brigades to approach the First Aid training provider directly when they need to undertake first aid training. This allows greater flexibility for brigade members to maintain their first aid certification. The new program also needs to facilitate the needs of members who require any literacy and numeracy support. Trialling of a new approach to CPR training is occurring in District 8 & 22 involving Ambulance Victoria’s ‘4 Steps to Life’ program which allows participants to undertake their own CPR training.

F&EM TRAINING STRATEGY UPDATE

Initial results are in for the F&EM Training Strategy Survey sent out in early January 2014 have come in. Further feedback from volunteers and brigades is needed, so the survey closing date has now been extended to April 15th 2014. A PDF of the survey questionnaire can be found on the CFA online site, and type into the search engine “F&EM Training Strategy Survey”. The PDF for the survey will be the first item on the RH side of the screen under documents. Please fill this survey out and return it to the CFA!

ALL HAZARDS SKILLS PROGRAM UPDATE

The specifications for the new “Recruit Program” and “Bushfire Skills Program” are complete and currently awaiting the Chief Officers acceptance. The framework allows more flexibility for individual brigades to provide the training to new recruits to suit their own brigade profile. The Australian Emergency Management Volunteer Forum (AEMVF) is running a survey open to emergency management volunteer organisations and volunteers.

The survey is for the Portability and Training Qualifications for Emergency Management Volunteers project.  It is being conducted by the Australian Red Cross, for the AEMVF, and is funded through the National Emergency Management Projects program. The results will be published by the Commonwealth Attorney-General's Department later this year.

DRIVER TRAINING / VIC ROADS HEAVY LICENCE TESTING

CFA has advised that discussions have progressed with VicRoads, our Gippsland Regional Training staff and external heavy vehicle licence testing providers as a result of VicRoads changes to heavy licence requirements as of July 2013.

Training requirements, associated costs, current providers and possible training options with external providers for CFA licence requirements have all been considered and CFA is preparing a position paper for consideration by the Chief Officer.

One likely option would be for CFA members to undertake the Drive Vehicle under Operational Conditions course PUAVEH001B then once complete and appropriately practiced under the direction of driver mentors and educators, undertake their licence test with a VicRoads approved external licence provider.  VFBV delegates expressed some concerns that CFA may struggle to meet demand for the internal on-road course if current resources are not significantly increased in the future.

The Driver Education and Endorsement Strategy Information Paper circulated to all Brigades for feedback in October outlines a strategy for CFA to plan for and introduce driver education and skills maintenance for all drivers.  VFBV will consider member feedback at the December 2013 State Council meeting at Fiskville on Sunday, 8 December.

ELECTRICAL AWARENESS PACKAGE

Progress has happened on the long awaited electrical awareness package to assist members in heightened awareness of electrical hazards including alternate power supplies – Solar, local generators etc.

It is expected that the Chief Officer will endorse the package shortly following a last round of consultation with a special purpose working party established to guide the package’s design.

CHIEF OFFICER’S ENDORSED IMT PERSONNEL

VFBV representatives sought advice from CFA regarding strong concerns that the current Chief Officer’s list of endorsed IMT personnel includes only 218 volunteers authorised to undertake a primary role in IMTs across the State.  CFA have indicated that they will follow up the matter and advise VFBV of the status of volunteers that have ‘slipped off the list’.

VFBV delegates also queried the surprising lack of notice or advice of available vacancies on some of the IMTTP Pilot courses, only to find that the courses were cancelled due to lack of interest.  CFA will investigate the manner and extent of the Regional IMT Capability Coordinators’ efforts in communicating to Brigades and members the opportunities that have existed.  The cancellation of pilot courses in 2013 which were scheduled over timeframes that were more volunteer friendly (weekends and evenings) only to find that there was no interest from volunteers is hard to believe and brings into question the methods and energy applied by CFA in filling such courses.

VSP TRAINING PROJECTS UPDATE

Opportune work is progressing across a number of high value training development projects as a result of the Volunteer Support Program.  Resources are allocated to five (5) key projects and stakeholder groups activated (including VFBV reps) to guide the development through the advice from subject matter experts.

 The projects that warrant scrutiny as they progress into early 2014 finalisation are:

  1. Recruit / Bushfire Skills Development – The replacement for the old Bushfire Minimum Skills (1999)
  2. Skills Pathway Map and associated training programs aligned to volunteer career development
  3. BOSP review and re-focus to guide member development and address risk profile gaps in Brigades
  4. RPL re-scoped and designed – A new way forward in Skills and Role Recognition that is practical and fair.
  5. State Training Guide – An exciting project to develop a consolidated reference and guide.

Certificate IV training issue resolved

Volunteers with a Certificate 4 in Training and Assessment (BSZ or TAA) qualifications) will be pleased to hear CFA has declared their qualification to be relevant and of sufficient currency to permit them to continue to deliver training and assessment services when it comes to CFA training.

OTV Executive Director Lex de Man AFSM told the VFBV State Council that his staff had successfully lobbied for the decision as part of a clarification of who can train and assess.

“The decision clears the air so some valuable volunteer trainers and assessors can put their skills to use,” Mr de Man said.

“For CFA training purposes, the BSZ Enterprise Assessor Skill Set is considered equal to the later TAA and TAE Enterprise Assessor skill sets,” he said.

The clarification also deals with situations where volunteers are subject matter experts (SMEs) working under the oversight of a person holding the TAE40110 Certificate IV in Training and Assessment or equivalent.

“For CFA purposes, that oversight can consist of regular guidance, face to face interaction or contact by phone; it does not require the overseer to be present during the training unless it is necessary because of the trainer’s experience or familiarity with the package they are delivering,” Mr de Man
said.

EXTRA COURSE ANNOUNCED - MELBOURNE BASED

2014 VFBV Darley Volunteer Leadership Scholarship Program

Forty eight emergency services volunteers have now graduated from the course with the national recognised Certificate IV qualification in Front Line Management that benefits their volunteering, their careers and their communities.

The course is designed to be volunteer-friendly, with a mix of face-to-face class time and off-campus tasks, available in 2014 at Colac, Inverloch and Melbourne.

The course is open to volunteers from CFA, SES, Lifesaving Victoria, St John Ambulance, Australian Volunteer Coast Guard and Ambulance Victoria, and includes units on; Leadership, Decision making, Planning, Safety and risk management, Team effectiveness, Making presentations, Managing projects and Engaging the community.

The course adds to the participants' capabilities in useful skills such as public speaking, business writing and influencing.

It comprises a mixture of lecture style teaching and interactive activities plus a distance learning component designed to suit the needs of adult students.

INCIDENT MANAGEMENT TEAM TRAINING PROJECT – IMTTP

The IMTT Project continues to progress the development of 14 common training packages that will be adopted sector wide. The outcomes are to prepare IMT personnel with common training pathways and will require standardised training packages, assessments, qualifications and endorsements irrespective off agency and not differentiating between paid or volunteer.

A number of pilots are in the process of being conducted with most recently a pilot for Warnings and Advice Officers. VFBV sought and received assurances that all future pilots at all levels will be conducted in both weekday and weekend format options to permit volunteer participation.

As the IMTTP is multi agency focussed, the Heads of Agencies Panel that endorses the training, assessment, qualification and endorsement processes has agreed to a Skills Maintenance / Accreditation period of 5 years with elements of currency of skills and experiences included in the requirements. VFBV delegates expressed some concerns that such a defined timeline may disadvantage volunteers who have much less opportunity to perform roles based on seasonal activity fluctuations. Exercising and scenario testing along with opportunities for involvement in fuel reduction activities may provide volunteers with adequate opportunity to exercise their skills outside of emergency response situations. VICPOL is responsible under the Fire Services Commissioner’s strategy for Exercising and drafts are being prepared to establish regular scenario and exercise regimes.

A Sector Commander pilot course that was conducted has seen the need to re-model the program with the plan to conduct a further Multi Agency pilot course in the second half of 2013.

BOSP REVIEW

CFA is undertaking a review of the Brigade Operational Skills Profile (BOSP) tool with a view to matching the elements of the profile to Brigade Classifications. VFBV delegates expressed their concerns that the current BOSP tool is applied as a ‘Maximum Model’, defined in isolation and with no consultation with brigades as to the operational requirements or specific needs of brigades.

VFBV delegates indicated that the setting of arbitrary limits for particular qualifications or skills as a ‘desirable target’ is reasonable, however, the field practice of judging a brigades performance or capability by the application of generic number limits reviewed at annual Section 29 Inspection is flawed and can unreasonably hamper or restrict a Brigade Management Team’s ability to plan and deliver skills acquisition to their responder members. VFBV delegates indicated that feedback from many Regions across the State indicate that brigades with notional numbers on or above their BOSP limit are resulting in training applications for some courses being refused on the basis of ‘you already have enough’. VFBV delegates cautioned CFA to reflect on the risk that in many cases without the ability to translate some older members who hold the competencies but may be less active to what was once known as ‘Reserve listing’, the churn of newer members who have a desire to attain new competencies may be stifled if BOSP numbers continue to limit volunteer training opportunities.

INCREASED UTILISATION OF VOLUNTEERS AS TRAINERS & ASSESSORS

VFBV delegates have brought reports to CFA of a wide inconsistency in the utilisation of volunteer trainers and assessors from across the State, particularly in the authorisations provided to volunteers to conduct training and assessment in a wide range of core and foundation skills and competencies. CFA have advised that they are requesting a comprehensive report from each Region of the approved trainers and assessors and the units/elements of competencies that they are approved to deliver and assess. VFBV delegates have expressed their support for a more transparent and consistent approach that delivers an organisational consistency in the future.

Who can train and assess?

CFA’s new Operational Training Fact Sheet includes four words in bold, red type:  volunteers can train volunteers.  It also says “not all training has to be delivered by CFA staff”.

The fact sheet is the result of direct co-operation between VFBV and Operational Training and Volunteerism staff at CFA.

The Fact Sheet also says formal competency training and assessment can be undertaken by suitably qualified and experienced Brigade personnel.

Formal Competency Training requires a qualified trainer, using the current training package.

Formal Competency Assessment requires a qualified assessor and can take place at the Brigade.

Brigade training that does not involve a formal competency or assessment can be carried out by any Brigade member approved by the Brigade Management Team.

Mobile Training Props available now

The first three Mobile Training Props are now undergoing Brigade evaluation.  They are designed to take hot fire training to Brigades and Groups that are remote from CFA’s Field Training Grounds.

Volunteers, Brigades and Groups are encouraged to try them out and take a lead role by training to be operators/instructors and being prepared to assist with coordination.

The mobile training props are the first of a number of possible designs, and provide practical training for car fire, industrial and domestic scenarios.

Built to fit in their own shipping containers, these LPG fuelled self-contained props are easily transported and set up.

The trial aims to determine their suitability, the number required and other types of mobile training gear that volunteers and Brigades would fine useful. 

Real opportunities exist for individual brigades or Groups to take the initiative and assist with the scheduling and conduct of valuable hot fire training with these mobile training props.
